Mix chili powder, paprika, sea salt, garlic powder, cumin, oregano, black pepper, cayenne pepper, and red pepper flakes in a bowl. 2 Place mixture in a shallow bowl, pie dish or glass baking pan 3 Cover mixture with cheese, tomatoes, green peppers, & chives.
